3.4.9 Management Costs and Subsidies

As explained earlier, the costs of fisheries management are not included in the bioeconomic model. Nor are subsidies separately identified in the cost estimates. The existence of subsidies reduces the observed costs so the reported deficit may be underestimated. These additional factors underline the conservative nature of the rents loss estimate.
